The "Microsoft's virtual solution" you are thinking about is very specific to Win7 Pro but there are several other "free" virtualization options out there, including Microsoft's own pre-Win7 version of Virtual PC which runs in any version of Windows from XP and up.

There is also a service pack update for this. Aside from that there are also VirtualBox and VMware Player for creating virtual machines running within windows. With these you don't need to source another OS to install in a virtual environment they come with freeware DOS. Once installed D-Fend Reloaded is run like any Windows program.
